The major work on a construction project is carried out by the contracting system. There can be several hundred independent contracting agencies, operating simultaneously on a large construction project. Any organisational structural form for construction firm will therefore, depend upon the size of firm, nature of its activities, scope and type of project selected and the area of operation of the firm. 

The structure form best suited for a small construction firm will be a simple line or line and staff type as shown in Figure 3.1 1. The site engineer exercises full authority and is responsible for its efficient execution to achieve required work progress. He may be having a few site supervisors and construction foreman (Mistry) who get the work executed. In micro level contracting firms (constituting about 80% of contracting firms in India), the owner of the himself work as chief executive officer. This structural form (called attach case firm) is highly flexible and crisis responsive. The quality and productivity directly depend on the quality of its CEO.
