Pure Project Form

The pure project form of organisation as shown in Figure is the creation of independent division within a division. In this, during the continuation of a project, the work environment is stable, information flow is smooth and conflicts are minimum. The situation remains same as long as there is a continuous flow of projects. 

One individual, the project manager maintains the complete authority over the entire project. He alone assigns the work and reviews the merit of all personnels working on the project. Strong information flow channels exists with rapid response time because each individual reports only to one person.

Other advantages are that lead times are minimised, and trade-off decisions could be fast. In this, interface management is conducted at project m.anager level, permitting upper level management to spend more time on executive decision making rather than bagged down in conflict arbitration. However, the cost of maintaining the organisation in pure project form is heavy. Individual personnel, particularly costly area experts cannot be shared between different projects. While they remain underutilised on a single project and
continue to be attached to one project even long after their utility in the project is reduced. This is particularly due to the fact that once a personnel is relieved from a project, it may  become impossible for the project manager to get him back in future. As each project is nearing completion, people become uneasy, because of the possibility of layoff as has happened in large river valley. projects in India. 

Thus, in a pure traditional structural form, technologies are well developed but cost and time overruns are very frequent and hence, have low productivity, while in a pure project form, the schedule and cost limits were maintained with higher productivity but technology suffered. Without strong functional form, which maintain interactive technical communication, technology advancement takes a back seat reducing competitiveness of the organisation in the competitive market. 

Another major disadvantages of the pure project form is inefficient control of facilities and equipment. The most frequent conflict occurs when two or more project require the use of same equipment or facility simultaneously requiring hierarchical referral. Upper level management is required to assign priorities to such projects. 

The point wise merits and demerits of Pure Project Type organisation plan are as follows : 

Merits 

  • Strong control through a single project authority - Project personnel work directly for the project manager, 
  • Strong communication channels, smooth work and information flow, 
  • Rapid response time to crisis feedback, cut down delays, 
  • Flexibility in determining, time schedule, cost limits and performance trade offs, 
  • Interface management is easier as unit size is decreased, 
  • Expert staff can be continually maintained at project site without sharing key personnel, and 
  • Upper level management has more free time for executive decision making. 

Demerits 

  • Duplication of efforts, facilities and personnel - inefficient usage of costly resources -Cost of maintaining this form may become prohibitive, 
  • Technology suffers - No perpetuation of technology or interaction. Low motivation for technology advancement or innovation may result in loss of competitiveness, 
  • Lack of opportunity for technical interface and interchange between projects for overall quality and productivity of the organisation, and 
  • Lack of caieer continuity and enhancement opportunities.
